Price trends

Under construction, but the backing data already exists — the signal pipeline's changed_from_prev/prev_price_usd columns track this per snapshot already, this just needs the /v1/pricing/history endpoint (docs/front-end-spec.md §9) wired up. One of the cheaper pieces to build next.
